Key Responsibilities
Assist engineers in project coordination including site surveys, tender documentation, and progress payment preparation.
Monitor and inspect ongoing electrical, mechanical, and sanitary works (e.g., electrical rewiring, water pumps, fire protection systems, water pipes and tanks).
Liaise with contractors and clients to ensure successful handover and takeover of switch rooms, MSBs, and M&E installations.
Detect and troubleshoot faults or defects during project execution or client inspections.
Ensure projects are executed according to plans and completed on schedule.
Prepare simple electrical single-line diagrams and interpret technical specifications.
Perform other ad-hoc duties as assigned by the engineering team.
Requirements
Recognized Diploma or higher in Electrical or Mechanical Engineering (NiTEC holders with at least 2 years of relevant experience may be considered).
Minimum 3 years of relevant working experience preferred. Entry-level candidates with relevant qualifications are also welcome to apply.
Knowledge in basic electrical and computer software applications (e.g., MS Word, Excel).
Familiarity with Code of Practice SS638 and ability to interpret electrical single-line diagrams is an advantage.
Knowledge and troubleshooting skills in M&E and fire protection systems will be advantageous.
Strong initiative, self-discipline, and ability to work independently.
Eagerness to learn and grow in a fast-paced engineering environment.
Responsibilities: 1) Lift Management โข Ensure lift performance meet TCMR requirement, Green Bands for both categories and Green Band for every Division โข To achieve minimum monthly P-Trapped rateย โข Plan lift testing schedule before expiry of lifts & return completed schedule each month and submit to SPE and GM / Engineers (LMU) before testing month โข All lifts to be tested including submission for PTO before the expiry month โข Ensure testing defect letters send out to Lift Companies and ensure Lift Companies rectify defectsย โข Submit test report including verified defect letters for Engineers (LMU) to endorse after defects rectified 2) Project Management Fee/ Work Place Health & Safety โข Process cyclical / project management fee claims of contractorโs invoices & ensure no claim to be left outย โข Submit the completed handling fee monitoring list to EMS (GM) / Engineers (LMU) by 4th week of April each year โข Communicate the WSH requirement to Technicians half yearly and ensure document of the communication is done โข Conduct Tool Box meeting fortnightly & submit to EMS monthly for retentionย ย 3)ย Processing of Lift Minor Parts Payment โข Ensure monthly Joint Inspection is carried out โข Processing of direct invoicing through LIVS after receiving invoices from the Town Council โข Updating of lift parts data records upon work orders issued 4)ย Processing of Invoices for Parts Replacement/ Repair for Lift & EBOPS โข Certify upon receipt of RJ/DO documents โข No outstanding or uncertified invoices for the financial year โข No double issue of invoices for the financial year 5a) Lift Performancesย โข ARD breakdown < 0.5% per month โข EBOPS breakdown rate < 1% per month โข Attend regular meeting with Lift Companies that are having poor lifts performances 5b) Lift Breakdowns and Complaints โข Investigate Lift with two breakdowns per monthย โข Recommend Town Council to impose Agreed Damages for problematic liftsย โข Investigate Lift with 2 P- trapped cases per monthย โข Investigate 2 consecutive months Problematic Lift 5c) Using TMS to Monitor โข Lift servicing (any servicing not done by lift company & lift response time / repair time not within contract agreement โ recommend Town Council to impose Agreed Damages) โข ARD and LSS / EBOPS (any servicing not done โ assist TC to issue warning letter to Lift Company) โข ARD rendered inoperative (ARDI ). Assist TC to issue warning letter to Lift Company โข Assist TC to arrange inspection in between Lift Company & Surbana on TMS Comm. failure โข To arrange inspection with lift companies regarding Lift Breakdowns / Complaints / P-trapped / OMS / TMS faultsย 5d) Lift Inspectionย โข Ensure lift inspection is carrying out by Technicians each month on frequent complaints/ breakdowns/ chronic lifts/ servicing โข Ensure lift companies rectify defectsย โข Submit inspection reports including verified defects list for GM (EMS)/ Engineers (LMU) to endorse after lift inspection 6a) Submission of monthly Town Council Management report โข Assist TC to recommend Agreed Damages cases for Problematic lifts โข Assist TC to recommend Agreed Damages cases for ARD Failure Percentage and ARD Inoperative (ARDI cases) โข Assist TC for lift cyclical and routine Budget / Expenditure 6b) Cyclical works โข Submit yearly cyclical budget by 15 October of each yearย โข Submit longer cyclical budget as and when requested by TCย 6c) Support to Town Council & EMS โข Attend lift incident/ accident cases & submit report to TCย โข No adverse complaint from TC on technical support to TC on lift matters โข Response to complaintsย โข Job assigned by GM (EMS)/ Engineers (LMU) โข Follow up with lift companies and submit report to TC for any lift complaints/ breakdowns 6d) Taking Over Of New Liftย โข Ensure new lifts are safe for operation before handover โข Ensure test reports for Lift Acceptance, Hot Test, TMS, LSS, Heat Detector, PTO Certificates are handed over with validity of at least 4 months before expiry month โข Highlight to TC any abnormality of new lifts including rescue operation โข Ensure TMS is operational & status can be seen at EMSU and at TC LTMS โข Remind HDB to inform BCA to change lift owner account to TC account โข Ensure all handover/DLP defects list are rectified before taking over of new lifts 7) Lift Annual No-Load & 5-yearly Load Testingย โข Testing of lifts and prepare lift testing report and defects letter by next working day after lift tested.ย โข Verify lift testing defects within 2 working days after lift companiesโ rectification. โข Performing Minor and Major Part Checking after lift companies/ EBOPs Company replaced the affected parts.ย โข Recommend parts for replacement or repair within 2 working days and within the same day for OMS cases.ย โข Joint inspection with Lift Companies on the problematic lifts and ensures lifts are safe to use before they are turning on for public use. Requirements:
Diploma in Mechanical / Electrical Engineering
Minimum 1 year of experience in mechanical related field preferred
Knowledge of pumps, water pipes, water tanks & fire protection system is preferred
Basic computer knowledge and proficiency in MS Word and Excel
Independent and versatile
Good interpersonal skills
Willing to travel to different sites
Responsibilities:
To identify and assess any foreseeable risk arising from the workplace or work processes therein
To recommend reasonably practicable measures to eliminate any foreseeable risk to any person who is at work in that workplace or may be affected by the occupierโs undertaking in the workplace
To recommend such reasonably practicable measures to minimise the risk and such safe work procedures to control the risk
To implement the measures of safe work procedure referred to in (3)
To enter, inspect and examine at any reasonable time the workplace
To inspect and examine any machinery, equipment, plant, installation or article in the workplace
To require the production of workplace records, certificates, notices and documents kept or required to be kept under the Act, including any other relevant document, and to inspect and examine any of them
To make such examination and inquiry of the workplace and of any person at work at that workplace as may be necessary to execute his duties;
To assess the levels of noise, illumination, heat or harmful or hazardous substances in the workplace and the exposure levels of persons at work therein;
To respond promptly to and investigate any accident, dangerous occurrence or occupational disease that occurred within the worksite and advise on the remedial control measures to be taken to prevent any recurrence
To work closely with the relevant authorities (e.g. Ministry of Manpower/Occupational Safety and Health Division) on Environmental, Health and Safety (EHS) matters
To assist the management in EHS promotion to promote awareness among workers by organizing campaigns, training courses, competitions, etc.
Part of the Risk Management Team and will be involved in reviewing and commenting on Risk Assessments
Conduct Safety Induction Training for new sub-con workers
Manage sub-contractors' safety procedures and ensure compliance with the Company's Health and Safety standards, policies and practices
To generate and submit weekly inspection reports, warning letters, penalty letters and monthly safety management slides
To participate in monthly WSH compliance inspections together with management
To conduct emergency response drills and mass toolbox meetings
Be responsible for any other duties that may be assigned to you from time to time as the superior/management deem fit
Oversee all other matters relating to WSH
Requirements:
Holders of Specialist Diploma in WSH (Level C), or Degree in Safety & Health related studies
Registered Workplace Safety & Health Officer (WSHO) with Ministry Of Manpower (MOM) - preferred
Registered Fire Safety Manager (good to have)
At least 3 to 4 years of work experience relevant to the work to be carried out by a WSH Officer. Experience in construction sites would be an added advantage.
Good understanding of Workplace Safety and Health Act and its subsidiary legislations and other safety regulations from other Governmental authorities e.g. NEA, SCDF, BCA, HDB etc.
Able to conduct presentations in meetings
Ability to speak and write good English is essential for reports and presentations in meetings
Position is on a 5.5 days work week.
